Christian Wittern reports this problem with the PDF Guidelines on TEI-L:
"...on the page printed with the number 373: where the text refers to "figure 2 above", what is really meant is "Figure 11.1 above."
The basic problem is that in the web view of the Guidelines, figures within each chapter are numbered 1, 2, 3, 4 etc., but in the PDF output, they're numbered 11.1, 11.2, 11.3...
When Lou wrote the chapter text, he presumably looked towards the web output, and linked the phrase "Figure 2 above", which is correct in the web view:

But in the PDF output, the same figure is "11.2".
Additional perhaps unrelated bug: in Chapter 11, there is no Figure 1. Figures start from 2 / 11.2.
the figures in HTML are numbered from the start of the text. So Figure 1 occurs in an earlier chapter. Its not just that the chapter number is omitted. Adding this to Guidelines processing, to make it same as PDF
I have adjusted the processing so that in both PDF and HTML the figures are
numbered by chapter, with the chapter prefix.
I have also fixed the hardwired "figure 2 above" references to dynamically-generated text.
The full effect will not be visible until the next release of the Guidelines and the XSL stykesheets
