#251 content of <subst> does not permit globals
The content model of <subst> is currently
__( ( model.pPart.transcriptional ), model.pPart.transcriptional+ )
which makes it difficult to encode a substitution for which the deletion occurred before, but the addition occurred after, a milestone of some sort, say a column break. It also makes it impossible to encode an editorial note inside the <subst> (although it could, of course, but put elsewhere with a target=).
Perhaps the content model should be something like the following. I am a bit hesitant as I have not tried to think through the implications. E.g., what does it mean if an <addSpan> is inside a <subst>, but it's other end is an <anchor> outside the <subst>? What does it mean if there is a <figure> inside a <subst>? (Since <figure> is allowed, why not <eg>?)

The Council subgroup discussing the content model of tei:subst considered one of the propositions suggested in this ticket. Although we decided to recommend that text and other element not be introduced to the content model of tei:subst, it was proposed that an exception be made for tei:lb (and other milestoneLike elements), for the case where a substitution is made inline in a draft manuscript, and the addition happens to appear on the line (column, page, etc.) after the deletion.
(I was uncomfortable with this, but the group was otherwise unanimous in approval.)
We therefore recommend that milestoneLike elements be added to the content model of tei:subst. (But cf. tickets http://purl.org/TEI/FR/3393244 and http://purl.org/TEI/FR/2859355 in which it is recommended that the content model of tei:subst be restricted to add and del, at least in guidance.)
