Title A data model for the UK Environmental Observation Framework

Abstract Increasing focus on the environment is leading to a growing evidence-base of observations and monitoring. While financial pressures require greater efficiency in collection, distribution and re-use of data, it is hampered by lack of a coordinated overview. <p>The UK Environmental Observation Framework (UK EOF) is an initiative of the principal UK public-sector environmental research funders. It aims to provide an overview of the entire UK observation and monitoring portfolio. <p>A key element of UK EOF is an activity catalogue which will indicate who is undertaking what monitoring activity, where, when, and why. It will also provide indicators of data suitability (e.g. collection, metadata, and archiving standards used; availability of data, etc.). <p>We report here on work developing an INSPIRE-compliant data model for UK EOF. It follows the data specification methodology (D2.6) and the Generic Conceptual Model (D2.5). <p>Several existing models have provided important input to the development. First, a candidate model for the INSPIRE Annex III theme, 'Environmental Monitoring Facilities' (EMF), was developed under contract to the EC. Although based on the emerging ISO 19156 'Observations and Measurements' (O&M) standard, it was completed before O&M was finalised. Second, the UK Natural Environment Research Council (NERC) has developed 'Metadata Objects for Linking in Environmental Science' (MOLES) as a means of providing context to observations. <p>Our standards-based model is based on O&M, MOLES, and EMF, and includes the following major information classes: <ul> <li>Monitoring Activity</li> <li>Funds</li> <li>Monitoring Facility (Observation Site or Platform)</li> <li>Observation Collection</li> <li>Instrument</li> </ul> <p>In addition, we provide classes for 'Computation' observations, where 'Software' plays the role of the observing instrument. <p>GML schemas may be generated for the model and the database could be queried through an INSPIRE download service. We propose that our model could be considered an improved candidate for the Environmental Monitoring Facilities theme.
