What is the optimal level of time-averaging for radar-derived wind-profiles?

Abstract
The (UK) Met Office currently assimilates wind-profile data from a number of European radars. The quality of the data for a typical averaging period of 30 minutes can be comparable to that of radiosonde-derived winds, i.e. with random measurement errors of up to a few m/s. As ever-increasing computing power allows numerical weather prediction models to be run at increasingly-high resolutions, there is a corresponding need to increase the resolution of the assimilated data. However, by decreasing the interval between successive wind-profiles, and hence the period over which single cycle data are averaged, the random measurement error will increase. Consequently the question must be asked as to whether anything will have been gained by such a change? In other words, at what level of time-averaging can we be confident that the expected variability in the wind exceeds the random measurement error? This work will consider data from both VHF and UHF radars.
